One column is a private refinance payment: the balance amortized at the new rate and term. The other column is the income-driven payment described by the fields on the page. The page places those two payments next to each other. Public Service Loan Forgiveness is a US program. The page does not decide that a borrower qualifies.
A lower refinance rate reduces the payment and removes the forgiveness path, because a private refinance is no longer a federal loan. The income-driven column keeps whatever payment you described. The difference is the comparison. It is not an approval.
It does not decide forgiveness, and it is not a Canada Student Loan calculator. Tax on forgiven balances, qualifying payment counts, and income recertification are not calculated.
